NOTICE OF THE VOYAGEUR COUNCIL GENERAL MEETING
- 2:00 p.m. December 6th
The Order of the Caribou Presentations and
Annual General Meeting will be held at Barrhaven United Church, 3013
Jockvale Road in Nepean at 2:00 p.m. Every Scouter is invited to attend the
presentations and meeting.
The Order of the Caribou was originally
created for CJ’89 by Karl Mezger, the late President of the former National
Capital Region (1993-1996), this medal recognizes the extra measures its
recipients so willingly demonstrate for the benefit of Scouting. Through the
continuance of Karl’s original ‘Order of the Caribou’ medal, we look to
solidifying the good service that Karl identified in us all.
FROM THE DESK OF THE COUNCIL
COMMISSIONER
On
a program note let us remember there is a little word "OUT" in Scout. There are
many times were we should be going outside to use the environment for
implementing our practices and principles. Learn by doing, spirituality,
teamwork, small groups, and of course we cannot forget "blowing off some steam".
Take your group outside to look at the stars, feel the wind on their face, play
in that funny white stuff that will soon be falling from the sky, jump in mud
puddles. All that fun stuff of being a kid.
I would like to take this time to personally thank all those leaders for
taking the time; to train and be trained, and for being a coach/mentor. Also for planning and
putting together activities for their
youth; camps/outings/program meetings and for other youth, like the white tail
sleep over, council cub camp, senior sections camp and initiatives like the
Central Divisional Jamboree. This gives us time for bonding with each other,
making new friends, sharing great
ideas, developing new skills, then seeing smiles on the youth because they are
having fun. We need to remember that the youth as well as ourselves are here to
have fun. Remember to ask not only ourselves, but also the youth what is fun,
and what would we like to try to see if it is fun.
WHAT'S
NEW
1) Please join us in welcoming
Marilyn Johnson, our new Camp Director.
Marilyn's responsibility is twofold: to oversee the management of staff
and delivery of approved camper programs and the development of all the support
services provided during the Opemikon Summer Camp period, with an intent to
expand on the delivery of summer programs to Area operated camps; and to oversee the development,
implementation and delivery of weekend program activities at Council and Area
operated Camps, with a focus on the development of senior section Youth Units to
take on the delivery and maintenance of these programs as their challenge and
service components. Welcome aboard Marilyn!
2) HOLD HARMLESS
AGREEMENTS
Scouts Canada Executive Director of Operation has
issued this clarification regarding the use of Scouts Canada's Individual
Release and Hold Harmless Agreements:
I am pleased to advise that as a result of much discussion and further
clarification of liability coverage with our insurance broker, the use of our
Individual Release and Hold Harmless Agreements will be focused in those areas
where Scouts Canada has a liability exposure.
What does this mean? It means that those adult volunteers who fall into one
of the three categories as outlined in the revised Procedures for Screening of
Adult Volunteers, Administrative Procedure No. 3 are not required to sign the
Individual Release and Hold Harmless Agreement. This Procedure will replace
Appendix K of the Camping/Outdoor Activity Guide.
The three categories are:
1. Parent/Guardian: A non-registered adult accompanying their registered
child/youth.
2. Volunteer Helper/Resource Person: A non-registered adult, including a
parent or guardian, recruited to provide assistance for a specific event, or
additional assistance to the registered Scouters, ex: Camp cook, assist with a
craft or activity during a regular meeting, assist in fundraising, assist with
projects or activities at a camp or outing.
3. Scouter: A registered adult.
It is important to note that waivers, indemnification and hold harmless
agreements will continue to be used as set forth in the Risk Management Manual
of Scouts Canada.
We are very aware that this has been a difficult fall period and trust the
above clarification will allow us to be more user friendly to those parents and
volunteer helpers whose support we depend on.
MEMBERSHIP MANAGEMENT
SYSTEM
Adding/Changing Org Unit Names
The success of MMS is directly related to the consistency of
the data. Some groups have made changes to
their existing Org Unit names. To enable
easy use both now and in the future please
adhere to the following before making any
changes. Firstly, all groups names must start with their number ie: 1st. Next is the group name ie: Kingston. Next
is the name or letter of the
section ie: 'B' or 'Eagle', this is the only optional part of
the format. The final part is the section
type, Colony, Pack, Troop, Company & Crew. To
summarize this process: the end results should contain the following example: 1st Kingston B Pack. When we all use
the same format, locating a group in MMS is easy.
Data Center Confirmation Email
Groups have begun contacting the Data Center or Council office
to confirm if their group registrations
have been entered into MMS. The Data Processing
Center has helped to alleviate the need to call by sending an email to
each section leader once the registration
package has been received and separated by
section. The email indicates that all youth and fully screened
leaders
are now covered by Scouts Canada insurance.
Police Records
Checks
We in the Council office have made a major change in the way
we will be storing PRC's. The PRC's from
the past three years are now being removed
from the group files and will be filed alphabetically by surname and kept
in a separate locked filing cabinet for
easy access.
Quebec Residents
and PRC's
Recently we have made contact with the Gatineau Police
regarding screening for our Quebec
residents members. It has now been confirmed that Police Check's will be done free of charge. Once the
Gatineau Police form has been completed
and two pieces of identification copied and attached the form will be sent in to the Police by Council office for
processing. I have copies of the
Gatineau Police form available in the Council office. Please contact me if you
need a form.
Comments
I have been receiving several positive communications
regarding the improvements noted in MMS. I
would like to ask those who still do
not feel comfortable with MMS to feel free
to call me for any help or guidance. Once
you logon to the system check out the 'what's new' and the 'frequently
asked questions' for more up-to-date info.

2nd 2004. Keep this week
available!!!!
First Aid Instructors - The council will have 4 new
St John's First Aid instructors. Thanks to Sean Freill, Tony Van Muyden,
Jim Montgomery and Chris Ecclestone for taking the time and to help our
youth and adult members achieve their First Aid Training.

as our new webmaster. Working together with David Wray, we will have all the information updated
shortly.

like to design websites, or printed materials? If so, then we have a spot for
YOU! Our team is project-focussed, which means that, while we may meet every
couple of months to share ideas and learn new skills, we prefer to work in
smaller groups or independently to complete our assignments. Our first meeting
is on Wednesday, November 26th from 7:00
p.m. to 9:00 p.m. in the Buffam Room, 2nd floor, Scout Headquarters. If you
can't make it, but would like to join our Communications network, please drop us

Have you got an up-coming event that the whole
world would love to hear about? We can help you draft your own press
release to catch the media's eyes and ears, or we can prepare a press release
and send it out for you. Give us a call!
Celebrate our Voyageur Spirit!
"Wow, that's what Scouting is all about!" Can you
think of a couple of times when this thought has crossed your mind. There are
some truly AWESOME examples of the Scouting Spirit in Voyageur Council. We are
featuring examples on our website and we encourage YOU to send in your
recollections of such events this year. Around DECEMBER 7TH, we will be sending
out a special e-newsletter to everyone, with YOUR submissions about your
Group/Area/Council activities. Please send them along now to
communications@voyageur.scouts.ca with the subject line "Celebrate our
Voyageur Spirit". We encourage our YOUTH members to become our Field Reporters
and submit articles and photographs. Share the Spirit!
HONOURS and AWARDS
“Why wait till spring? DO IT
NOW!” Why wait till Scout-Guide
week in February to recognize a member for special service to Scouting? Start the process now. Make your list, check it twice, and
gather the information to support key service highlights. Need help in deciding what to include,
check out the council web site for a sample application and a template for your
use. Still stumped? Contact your local Area Honours and
Awards Coordinator.
It’s time to do a status check on last month’s task. Group Chairs and Registrars were to
check with all adult members and LITs to determine their years of service. Remember, your Group Registrar has the
MMS access to update the “years of service” field for each registered member in
the Group. In cases where this
updating indicates that a service award of five years or more, is due, the Group
Chair is to contact the Council Registrar and request the appropriate item of
recognition. Upon issuing the
recognition item, the Council Registrar will update the actual Honours and
Awards information on the member’s MMS file.
This month, I wish to highlight a certificate that is available to
recognize service by your Group’s Sponsor.
Within Voyageur Council, we have community sponsors that have supported
local Scouting Groups anywhere from five to 85 years! That is a service worthy of
recognition. Simply contact the
Council Registrar to obtain a certificate for your
Sponsor.
Want a quick reference as to what is available in Honours and Awards,
where to find an application form, a sample of the type of information do I need
to include? Coming soon to the
Council website www.voyageur.scouts.ca under Council, then
Awards, you will find a reference chart outlining recognition items, who
initiates, where to obtain the items and who is eligible. Also you will find application forms for
a variety of awards, and a sample completed application when writing up a
nomination for a National Award.
These tools will assist you in completing a most satisfying task,
recognizing the efforts of our volunteers.

14th Annual Scouts Canada Food
Drive on Saturday, November 1, 2003
was a huge success!! The drive itself did extremely well this year
raising tons of food. Peter Tiley, Executive Director for the Food Bank
conveys his sincere thanks to everyone involved in making
this years food drive such a success. Special thanks to the following
Scouters for their dedication to this annual event: area co-ordinators Doug Lyon
(Carleton), Carol Raoult (Heritage), Bruce McCracken (Nepean), Rob McConkey
(Rideau), Nathalie
Dussault (Odawa); Nee
Guilmain (Sorting Station Youth Coordinator) and Phil Edens (Sorting Station Adult Coordinator).
National Remembrance Day Ceremony - Voyageur Council was well represented at this memorial
ceremony by distributing programs and poppies. Jacques Cote, Director of Ceremonies for the
Royal Canadian Legion expressed his sincere appreciation to Eugene
Lavigne, Chair, Voyageur Council Service Corps and the outstanding number of volunteers who
contributed to the success of the Remembrance Day Ceremony at the National War
Museum.

SCOUT NIGHT WITH THE OTTAWA SENATORS - Saturday December 6th @ 7:00 pm
Given the
great success of last season's Scout Night with the Sens, and the Scouts
Fundraising initiative, we are now planning again for this season! Our Group
Night will be Saturday December 6th when we take on the New Jersey Devils at
7:00 pm. The tickets are available again this year for $29 including tax
(regular ticket price is $40). For each ticket sold, the Ottawa Senators will
donate $4 back to Scouts Canada Voyageur Council to assist Scouts Canada to run their
variety of quality programs. So supporting the Ottawa Senators also helps
support Scouts Canada. Family and friends are encouraged to attend and are
extended the same great Scouts Night price.
Also new this year, we have
a special bonus for leaders selling 20 tickets or more…and remember, these
tickets can be offered to everyone as family, friends, neighbours, or anyone

OPE UPDATE
Congratulations: to Marilyn Johnson on her recent appointment as Camp
Director for Voyageur Council.

Elliott for their assistance in getting the tent-platform tents hung up to dry
in the Dining Hall.
Winter Camping: Make OPE
your winter camping destination. Build quinzees and winter shelters, practice
your winter camping skills, go orienteering, ice fish, toboggan, or use the
outdoor (lake) rink for skating, pickup hockey or ringette. Snowshoes are
available for rental ($1 per pair per hour) and ringette equipment, cross
country skis, hockey nets and some skates are available at no charge.
Catering: Tired of cooking for your colony, pack or troop at camp? Want
to spend more time on your programme? We’ll cater for you - great meals, great
service and reasonable prices in our beautiful Dining Hall. Contact the office

EASTERN ONTARIO GILWELL REUNION
(EOGR)
If you have been awarded the Gilwell Neckerchief
and Beads from any Scout Council you are automatically a member of the worldwide
Fellowship of Gilwell Wood Badge holders. You are entitled to participate in
gatherings of Wood Badge holders that occur from time to time in various parts
of Canada and the world. One such
gathering is the Eastern Ontario Gilwell Reunion that takes place annually
during the third weekend of September at Camp Opemikon. It is an excellent
opportunity to reconnect with old friends, make new friends, and participate in
activities based on a Scouting theme. It is not a training event. Its purpose is
to provide a venue for those Scouters, whether active or retired, who wish to
join in an atmosphere of cooperation and harmony to share ideas and experiences
and to promote Gilwell spirit and fellowship.
7th B-P (Bytown) GUILD
The 7th B-P Guild is in its
22nd year of operation in Ottawa. It is an arm of the Scout Movement consisting
mainly of Scouters and Guiders who were once active in leadership roles with
youth groups. Membership in the
Guild is a means to maintain contact with old friends and stay in touch with
Scouting, primarily in the Voyageur Council.
There is one other Guild in Voyageur Council, the 35th B-P (Limestone)
Guild in Kingston.
Guild members meet regularly, usually once a month,
to conduct business and enjoy fellowship.
Business is related to our fund raising activities, involvement with
provincial, national and international Guild affairs, as well as various
fellowship events. We are affiliated
with the Girl Guide Association’s Trefoil Guild here in Ottawa and engage in
joint activities from time to time.
Our principal fund raising activity is the catering
we provide to Scouts Canada staff and various Scouting functions. It is
estimated we have raised approximately $25,000 during the course of our
existence to fund the purchase of youth program equipment for Camp Opemikon.
