COMMISSIONER
First I would like to thank David Wray, Lauri Cunningham and John Bennett
for the hours of planning that went
into making the Open House such a success. I would also be amiss to forget
the many volunteers that took Saturday to help, and show off
what Scouting was and also what it is today. We were shown some great resources to build a
better program for the youth that is outside the scouting family, and also
inside as well. Take advantage of these opportunities to build excitement in the
youth’s program.
Another new development
is that our insurance company has given us until September 30, 2003 to have us entered as
active on the Member Management System to be covered. After that time you will not be covered by
Scouts Canada Insurance. New members
are insured after they have had the 5 steps of the VRAD process completed and entered as active. If you are having
any difficulties please contact the council
office at ext. 502 and we will be glad to help you. [Ed. note: extended office hours have been
announced-see below.]
School talks have been going great.

membership and get the word out about Scouting. Together we can make a difference in our
membership and retention.
There will be a Central Division Jamboree in July 2005 at Tamaracouta in Quebec. Jeff Sauve, Deputy Divisional Commissioner Program and Special
Events, is looking to form a
committee and needs volunteers for
all aspects of the camp. They
are: 1) Care Corps, 2) Finance, 3)
Food Services, 4) Marketing and PR, 5) Quarter Master, 6) Registration, 7)
Safety (Security & First Aid), 8) Program, 9) Scout Shop/Canteen, 10) Site
Services, 11) Special Events (Opening, Scout's Own, Off-site activities &
Closing), 12) Sub-Camps, 13)
Transportation. Please email me if you are
interested.
IMPORTANT: Registration and Insurance – A change in
the requirement for registration of Youth and Adults.
Scouts
Canada’s Insurance coverage starts when a member’s registration
is entered in the Membership Management System and recorded as “Active”. This
process is coordinated by your Group / Area Registrar.
In
order to assist those Registrars who do not have high-speed access to the
Internet, the 9 computers at the Voyageur Office will be available to you. Arrangements have been made to extend the
office hours until 8:00 pm Monday to Wednesday
beginning the week of September 22nd and continuing through to the end of
October. Also, arrangements
can be made for weekend access. Bookings need to be made 24 hours in advance.
The office will
not remain open if there are no
bookings. Registrars need
to call the office at ext. 500 to
book time on the computers.
Registrars who need assistance
can contact Lynn Levitan, Voyageur Council Registrar, ext. 502 or
email at llevitan@scouts.ca .

Here is some information
to help Group Chairs and Group Registrars with the 2003-04
registration.
For current and up-to-date
information and forms for registration consult the National Web site at
www.scouts.ca
Check out the 'what's new in
the system' and 'frequently asked question' once you logon to the Membership
Management System for updated changes and
information.
Police Record Checks - PRC's are valid for a period of 3
years. NO Leaders may work with any
youths if they do not have a current and valid PRC recorded in their file. No
exceptions. If your PRC is dated
before 2000, in the Membership Management System, you need to re-submit for
a new Police Check as soon as possible to avoid a delay in completing the
registration process.
PRC requests can only be made to your
local Police Station –
Ottawa residents can bring an original letter of intent signed by our Council
Registrar, Lynn Levitan, to any Ottawa Police Services and have the Police Check
done free of charge. Letters can be received by contacting the Council
office.
For Quebec
residents, a separate form must be
submitted to the Gatineau Police Department -
Only original copy of the
PRC will be accepted for verification by Scouts Canada. Upon request, the
original PRC can be returned to the owner.
New Leaders/volunteers - Any new Leader or volunteers recruited are subject to the Volunteer
Recruitment and Development procedure that includes an interview, a reference
checks and a Police Record Check (VRAD) prior working with any youths (no
exceptions). New Leaders/volunteers are also subject to a Probationary period
before they are fully screened.

- Each youth's Parents
or Guardians must fill an Application for Youth Membership and a Physical
Fitness Certificate form.
Registration deadline

Each group will be responsible to complete the registration process for
their Leaders and Youths.

VRRRT (Voyageur Region Rover Round Table)
- Rovers have developed a slide show presentation that they
would like to share with the senior Scouts and Venturers. They are prepared to bring the show to
you. All you have to do is arrange
a night that you would like the Rovers to come. Please contact Ernie
Koshman ekoshman@rogers.com for more information. It is the Rovers' goal to visit every venturer company along with the
senior Scouts in Voyageur
Council. To add a little more fun
to the evening, link up with one or two
neighboring Venturer Companies.

- Talks in Voyageur Council are going very well. If you would like to have a school talk
for your group please contact your field executive. If you would like to do your own school
talk there is a kit available from
the Voyageur Office.

MEMBERSHIP SERVICES &
PROGRAM DELIVERY
Last Month we dealt with getting youth involved in
the program by soliciting their ideas directly or indirectly. Next is
Member Services! It should be about members having fun! All too often it is not fun but a
challenge. To smooth over personality clashes, different leaders styles,
politics, bureaucracy, and getting fellow members to not only listen but also
act appropriately to your requests seems to be more in the order of Members
Services. We need to remember to live our law: A Scout is Helpful and
Trustworthy, Kind and Cheerful, Considerate and Clean, Wise in the use of all
resources. Cliques and power struggles end up in despair and dishearten leaders,
which in turn affects the youth. We need to live by our promise and law and set
the example of being a good Citizen.
VOLUNTEER DEVELOPMENT &
TRAINING
Training is off to a great start
this year! The website is filling up
with Gateways and Basics and Workshops to take and learn from. The Advanced Module Course, Managing the
Adult Membership is set to go for the 17th
of October. The deadline is past yet there are a few spots still available for those wanting to sign up.
Applications will be accepted up until Nov
7th. The maximum number for this course is 24 - so get your applications into the office today! This course
is going to be held at Scout Headquarters
- for those of you wishing to attend from out-of-town, billeting is available. Any questions regarding
Managing the Adult Membership please

Organization is almost sold out as well for
November 7-9! This is

YOUTH
It's almost that time of year again,
Halloween!! Many of you are probably looking for some type of Halloween
outing for your youth. One of my all time favourite Halloween attractions was a
hayride through a haunted forest, and one of the best places to fulfill this is
by taking an outing to Cannamore Orchard.

use to post your event. The Calendar is user-maintained. Please click on the
link at the bottom of the page to add or change your event.
Guidelines for posting your event:
- The Event Name should be short and precise, with
an indication of whom the event is intended for.
- A Contact Name (individual), together with a
telephone number of email address MUST be provided.
- The Description of the event should be as
detailed as possible, and updated when necessary.

Scouter Wendy Rose Jackson (1st Glen Cairn, Carleton Area)
SCHOOL TALKS
Tim Foreman and myself have visited several schools across our Council
since the beginning of September at the request of local Groups. We have had
lots of fun making presentations in both classrooms and assemblies. For the most
part we have been making Beaver and Cub presentations to kindergarten through to
grade fives. So far they have been very successful and have assisted local
groups in recruiting new members and keeping their numbers up.
Anytime is a good time for a School Talk. We can do them when a group is willing to grow and attract new
members. School Talks can be done before or after registration, in conjunction
with a “Bring a Friend” night and Friend Fest, or whenever you are running a fun
activity and want prospective members to come and visit.
School Talks are one of the most successful ways we have found for groups
to recruit new members and both Tim and I
are more than willing to come out and help your group grow. Please give
us a call at ext. 508 for Tim Foreman and
504 for Guy Latour.
40
HOURS, NO SWEAT!
We have developed a pamphlet for high schools recruiting youth
volunteers. The pamphlet is targeted at high school students who require 40
hours of volunteer community service. The pamphlet promotes Scouts Canada as an
excellent volunteer opportunity where the student will gain leadership
experience, work with young kids, learn new skills, and go camping.
The pamphlets have been sent to the Coordinator of the
program at the Ottawa-Carleton School Board and will be sent to all high
schools. The pamphlet will be given to all Guidance Councilors and some
schools might distribute them to all their
students; this will be up to the
principal. Groups wishing to take advantage of high school students as leaders
should contact their local high school and ask that the pamphlet be distributed
to all students. Groups wishing for additional “40 Hours, No Sweat” pamphlets
for other promotions and recruiting should Contact Tim Foreman (ext. 508) or Guy Latour (ext. 504).
Group’s wishing to use high school students as weekly leaders for the
year should screen these youth volunteers just like they would an adult
volunteer and ensure they are committed to your program since you will need to
register them. Another way of using the high school students is during a camp or
special event were they could get their hours in one shot.

CANCELLED - THE EASTERN ONTARIO GILWELL REUNION - September 19-21
The
organizing committee regrets to announce that the Eastern Ontario Gillwell
Reunion has been cancelled this year. This has been mainly due to low
registration numbers. Next year's Reunion is planned to be as great as any

APPLE HILL WORK WEEKEND - September
19-21
On the weekend of Sept.19,20,21 I am planning a
camp work weekend and would like to see you all out . Bring along your Scouts
and Venturers. Please no Beavers or Cubs. As most of you are just starting your
groups back up, I will provide all meals, coffee, tea, water and lemonade, camp
fires, and of course, many work activities to do during the days. So you don't
have to do any group planning for the weekend, bring your tents and sleeping
bags, personal items. I really need to see about 50 people out on this weekend
to make the camp move ahead some. We have a great camp and am looking forward to
making it better for you and your groups.
Some items I need you to bring if you have them: Brush cutting shears, Shoves,
Rakes, Utility Trailers, and Hard Hats. This should be a fun weekend, and a
chance to meet people that we haven't seen for awhile and maybe make some new
friends.

SCOUT & GUIDE DAY WITH THE
OTTAWA RENEGADES - September 26
The Ottawa Renegades Football Club is
organizing a Group Night for all local Scouts and Guides for Friday September
26th 2003. The game start time will be 7:00 pm against the Calgary Stampeders at
Frank Clair Stadium. The Renegades will welcome all attending members via
scoreboard and PA announcements during the event. They are hoping to have both
Scouts and Guides represented in the opening coin-toss ceremonies. All
family and friends are welcome to attend the game under the same price break.
Tickets will be available at a cost of $20 taxes included. $5 from every
ticket sold will be donated back to our organization (regular price is $33 plus
service charges) in the covered North Stands in Section H. There will also
be free bus parking passes along with a chance to win merchandise and ticket
prize give-aways for all members in attendance. Ticket requests for this event
may be ordered using the form available on the event calendar on the Voyageur
council web site or after September 19th, from Dave Jelley and are subject to availability.

9th ANNUAL VOYAGEUR COUNCIL
CONSERVATION CAMP - October 17 – 19
Registrations are still being accepted for the
Voyageur Council and Ducks Unlimited 9th Annual Council
Greenwing Scouts Canada Conservation Camp.
As usual it will be held at the Upper Canada Bird Sanctuary near Morrisburg
Ontario. The camp gives your scout aged youth the opportunity to handle wild
ducks at the bird banding station, participate in constructing wood duck and
song bird nesting boxes, go on marsh walks, watch as retriever dogs are put
through there paces, participate in a formal campfire, participate in the onsite
station of Jamboree on the Air, and camp on the shores of the St Lawrence river.
Registration is limited to 350 people
first come first serve. The camp registration fee is $20.00 per youth and 2
dollars per person per night. This fee includes a 1-year membership in Ducks
Unlimited Greenwing club including a 1-year subscription for the Conservator
Magazine. There are door prizes for all youth members and a few door prizes for
the adults. We will be including a crest designed specifically for this year’s
event. There will be other activities run during the weekend to help round

JAMBOREE ON THE AIR - October 18-19
Did you know that about 400,000
young people and their leaders from around the world meet each other over the
airwaves every year? They participate in Jamboree on the Air (JOTA). It's an
exciting way to make new friends, share Scouting experiences and broaden
horizons. Check out the Scouts Canada Web

astronauts aboard the International Space
Station during Jamboree On The Air. Maurice-Andre
Vigneault manages the Amateur Radio
Exhibit at the Canada Science and
Technology Museum. The Museum has
reverted to its old policy of letting in
for free, Scouts that are in uniform, for the
purpose of attending this international event, JOTA. The VE3JW radio station at the Museum, would be glad to host
the troops again this year as they
have done in the past. Troop leaders are
to contact the Museum to arrange for this group visit, i.e. date,

OPE UPDATE
Who's been at
camp? Since the end of Composite camp, Camp Adonai and the 151st
Ottawa Scout Group have held their annual summer camps.
Camp bookings: The new Scouting year
promises to be a busy one at camp. Book early to ensure that your group gets the
specific dates and sites you want.
Rentals: Don't forget that canoes and
paddleboats are available for rental for your fall camps. Book them through the
office when you make your camp booking.
Winter
Camping: Make OPE your winter
camping destination. Build quinces and winter shelters, practice your winter
camping skills, go orienteering, ice fish, toboggan, or use the outdoor (lake)
rink for skating, pickup hockey or ringette. Snowshoes are available for rental
($1 per pair per hour) and we have ringette equipment, cross country skis and
some skates available at no charge.

time as you are thrilled, scared and entertained by The Spooky Wagon Ride at
Cannamore Orchard? Located only minutes south of Embrun, we are about 25
minutes from St. Laurent Shopping Centre! The Spooky Wagon Ride attraction
includes the original Spooky Ride on a wagon, The Fog Maze, the Spooky House,
