What an August this has been.  Blackout - what blackout - what I saw was Scouting at its best!  I have heard from Scouters who have shared their homes,  their food, helped their neighbours and their friends, drove people so they could obtain the basic necessities........THANK YOU for making a difference!  This is what Scouting is all about!  Let's remember what this "State of Emergency" was all about:  RRR -reduce, recycle reuse.  Let's remember the basics and how rewarding it is to work together - When in doubt - Call a Scout!

I would like to welcome Lauri Cunningham to the Council team as DCC Volunteer Training and Development.  The DCC Groups will be introduced at a later time. Think, this is only August.....September brings a whole new beginning. Remember to get the youth involved, ask them what they would like to do, listen, and then act on it.

EXTENDED OFFICE HOURS

For the month of OCTOBER, the Council office will be open until 7 pm on Tuesday evenings to accommodate drop off of registration forms. During this time Council computers can be reserved for high speed access to the Membership Management System. Any questions or concerns can be addressed by contacting me directly.

REGISTRATION
Have you advertised your registration night, time and location in Churches, Schools and the local community?  Posters and pamphlets are available from the Council office to assist you in displaying your Group Registration Night information.

Each Group is responsible for completing the registration process for their Leaders and Youth.  All original forms, including those registered on-line, must be received in the Voyageur Council office by OCTOBER 31st.

MEMBERSHIP MANAGEMENT SYSTEM
The technical support staff for MMS have been busy all summer making user friendly changes and up-grades based largely on comments by Group registrars and Council staff across the country.  One item in particular is the upgrading of Internet access from the current 5Mb DSL connection to a T1 connection. This will provide greater access for more registrars during the busy fall period, as well as faster download times.  The technical support for MMS have been making changes to the MMS and have focused on making the changes that will make a significant difference to the usability and speed of the system for the fall.

POLICE RECORDS CHECK
As of July 1, 2003, Ottawa Police Services has changed their procedure for processing Police Records Checks for the 'volunteer sector'.  All Scouts Canada volunteers who visit the Police Station in person will be required to produce an original document from Voyageur Council indicating their intention to volunteer with Scouts Canada in order to have the appropriate screening done. No fee will be charged. The acceptable letter can be obtained from either the Voyageur Council office during regular business hours (9 am - 5 pm) or from your Field Executive during group visits.  Changes do not pertain to batch submissions at Ottawa Police Services at Elgin Street location.

PRC's are valid for a period of 3 years.  Your Membership Card identifies the date your Police Records Check expires.  In order to avoid possible delays in registration, we suggest that you please submit to a new screening well before your expiration date. An original Police Check is necessary to confirm the entering of this information into MMS.

Give them a call!
The time draws near to registration night.  A friendly telephone call to the Youth and Leaders that joined last year as a result of the Friendfest campaign is a must!  Please consider giving all the Youth in your section a call to remind them of the date of your registration night or first meeting.  This personal touch shows the youth that you are interested in them.  It builds self-esteem, creates discussion and may encourage a youth that is unsure if they want to return to reconsider.  Let the youth know what Themes, Stars, Badges or Awards they will be doing in the upcoming year so they can think about how they want to achieve them.  If you have questions concerns or comments please contact me.

MEMBERSHIP SERVICES & PROGRAM DELIVERY

Program Standards
Involving our youth membership in the many aspects of our organization is one of Scouts Canada’s goals and targets we should focus on and strive to achieve.

Scouts Canada also has also developed program standards for each of our sections. These minimum standards ensure that the program being delivered is of a high level and is consistent across the country.

All sections and leaders should be involving youth in their planning process; in addition they should be using their program standards as a minimum requirements for their programs.

But! What if we gave youth the standards and, with the assistance of a leader, let them program their upcoming year. The Idea is this: A Scout troop’s Court of Honour, with their leader as a facilitator, and the program standards as a framework, would plan their years upcoming schedule of activities.

We would like to pilot this idea with several groups this year to encourage and demonstrate involving youth in the planning process. We will then be able to present our successes and tips and hints from what was learned to other groups and sections next year.  If you know of any Scout Sections that would be interested in this project please contact me.

Access to Scouts Canada’s Program Standards for each section and our Council Commissioner Quality awards for each section are located on our web site at www.voyageur.scouts.ca. Let's strive to meet or exceed these standards in the upcoming year.

SCHOOL TALKS

School talks can be an effective recruiting tool for both youth and adults.  By visiting classrooms and talking directly to the students, you can quickly and efficiently promote your group and their activities.

We have put together a kit with an explanation of the program and the resources that you need to set up your own school talks.  As well, don't forget that your Council Field Executives, Guy Latour ( glatour@scouts.ca) and  Tim Foreman (tforeman@scouts.ca), are available to come to the schools in your community to promote your group.



EXTREME ADVENTURE

We are looking for 5 or 6 individuals who are interested in forming an Extreme Adventure Committee, with the goal of setting up one winter and one spring or fall activity for the upcoming year. Supported by the field staff, these individuals would plan, promote and execute the activities.

Some typical adventures include hiking expeditions along historic trails; cycling tours; water-based trips; adventure racing; travel to other provinces or countries; attending major events like jamborees; long-term camping excursions; or traveling to other countries to participate in humanitarian projects.

Experience with high adventure activities and / or planning outdoor programs is preferable, but not essential. What we are looking for is adventure-minded people with enthusiasm and imagination. 35th CANADIAN B-P GUILD, FIRST MEETING - August 28

7th CANADIAN B-P GUILD (Bytown), FIRST MEETING - September 8

The Guild will resume regular activities for the 2003-2004 season at its first monthly meeting Monday, September 8, 2003, in the general purpose room at Scout Headquarters. Scouters and Guiders, active or retired, who may be interested in joining our Guild would be welcome to attend. Our membership currently stands at 29.

The B-P Guild is part of a worldwide Fellowship of people associated with Scouting and Guiding who wish to maintain their connections and friendships in the Movement. Gatherings of Guild members take place at regular intervals at regional, provincial, national and world levels.

7th Guild activities include its catering operation to raise funds that are then donated to support Scouting such as the purchase of equipment for use in youth programs at Camp Opemikon. Members also participate in a variety of special fellowship activities like barbecues, boat rides, visits to wildlife centres and integrated events with other Guilds.

VOYAGEUR COUNCIL OPEN HOUSE - September 13

Would your Group like to visit Turtle Island, the Canadian Agriculture  Museum, or the Canadian Children’s Museum?  How about taking in an Imax film, a Renegades game, or exploring Storyland?  Perhaps your Scouts would like to learn about geocaching, or the high/low ropes course at Camp Opemikon? These  are just some of the display booths confirmed for our up-coming Open House, called “The Pathway to Adventure”.

The Open House will be held at Scout Headquarters on Saturday, September 13, 2003 from 10:00 a.m. to 4 p.m. and is for leaders, youth and the general public.  It will highlight our programs, as well as those companies and organizations whose products and services enable us to deliver it.  This is an excellent opportunity for us to increase our visibility and get the year off to a great start!  See you there!  Bring your youth, leaders, and neighbours!

THE EASTERN ONTARIO GILWELL REUNION - September 19-21

On the weekend of September 19-21/03 many of the "Gilwellians" in our council will be getting together at Camp Opemikon for what we hope will be a weekend to remember.  We will have our annual activities including the "Christie Challenge" , "Jubilee Jug", an auction with a Scouting theme, the Annual Meeting & Banquet and much, much more.

Our theme this year is Scouting Skills and we are planning to test your knowledge of knots & compass work. It's all in fun so don't be embarrassed if you're a little rusty. There will also be a campfire on Saturday evening for those of us who enjoy the  simple pleasure of a good song or story.

Some folks come to the Reunion mainly to catch up with old friends they haven't seen for awhile or exchange ideas with new acquaintances. Whatever the reason, come on out and have a good time.

SCOUT & GUIDE DAY  WITH THE OTTAWA RENEGADES - September 26

The Ottawa Renegades Football Club is organizing a Group Night for all local Scouts and Guides for Friday September 26th 2003. The game start time will be 7:00 pm against the Calgary Stampeders at Frank Clair Stadium. The Renegades will welcome all attending members via scoreboard and PA announcements during the event. They are hoping to have both Scouts and Guides represented in the opening coin-toss ceremonies.  All family and friends are welcome to attend the game under the same price break. Tickets will be available at a cost of $20 taxes included.  $5 from every ticket sold will be donated back to our organization (regular price is $33 plus service charges) in the covered North Stands in Section H.  There will also be free bus parking passes along with a chance to win merchandise and ticket prize give-aways for all members in attendance. Ticket requests for this event may be ordered using the form available on the event calendar on the Voyageur council web site or after September 19th, from Dave Jelly and are subject to availability.

2003 WORLD BROTHERHOOD CAMPOREE - September 26-28

9th ANNUAL VOYAGEUR COUNCIL CONSERVATION CAMP -  October 17 – 19

Voyageur Council and Ducks Unlimited are pleased to announce the 9th Annual Council Greenwing, Scouts Canada Conservation Camp. As usual it will be held at the Upper Canada Bird Sanctuary near Morrisburg Ontario. The camp gives your scout aged youth the opportunity to handle wild ducks at the bird banding station, participate in constructing wood duck and song bird nesting boxes, go on marsh walks, watch as retriever dogs are put through there paces, participate in a formal campfire, participate in the onsite station of Jamboree on the Air, and camp on the shores of the St Lawrence river.

Registration is limited to 350 people first come first serve. The camp registration fee is $20.00 per youth and 2 dollars per person per night. This fee includes a 1-year membership in Ducks Unlimited Greenwing club including a 1-year subscription for the Conservator Magazine. There are door prizes for all youth members and a few door prizes for the adults. We will be including a crest designed specifically for this year’s event.  There will be other activities run during the weekend to help round out the program. OPE UPDATE

Who's been at camp? Composite camp is now over for another year. Judging by the smiling faces of the campers, it was another very successful year.

What's new at camp? Two building dedications were held this summer. Ye Olde Kitchen was formally dedicated to the memory of Phillippe Mondor, a long-time camper and staff member. The building will now be used as a lounge for the staff. In addition, the boat shed was dedicated to the memory of King's Scout David Price, one of the original builders of the camp, who died in action during World War II, and whose family subsequently donated the funds to erect this building. Details and photographs of the dedication ceremonies are available on our website.

People notes: Now that he has completed his tenure as Composite Camp Director, Darrell will resume his duties as Chair of the Group Committee effective September 1st, 2003.

Camp bookings: The new Scouting year starting in September promises to be a busy one at camp. Book early to ensure that your group gets the dates and sites you want.

Rentals: Don't forget that canoes and paddleboats are available for rental for your fall camps. Book them through the office when you make your camp booking.
