following members: Marg Meyer, long time member of the 7th Canadian B-P
Guild (Bytown) and former Cub master at the 71st Ottawa, on January 23rd;
Scouter Tom Pasch, 43rd Ottawa, on February 19th.
FROM THE DESK OF THE COMMISH!! WOW! Check out the March edition of
the Leader Magazine. Were you fooled? Have a glance at feature
articles entitled: "Standing In the Winner's Circle", a story from Odawa
District and ""Build a Canoe In One Weekend", a story from a Rideau District
Scouter. Check out the Scouter's 5 "Plant the Right Seeds in youthful
Minds", by a Nepean District Scouter. Well done one and all!
Speaking of "well done"; have you checked out the Commissioner's Quality Awards
lately? The applications, one for each of the five program sections and
one for Group Committee, were distributed early fall for your completion and
submission to the Regional Office by June 2001. This is your chance to be
recognized for a job well done in the delivery and administration of Scouting

Scouts Canada continues to recognize the
dedication of our long time members. We are delighted to announce that
Scouter Bill Wright (gone home November 21st) was awarded the Bar to the Silver
Acorn. Bill's wife Eileen and family will be special guests at the
Provincial Awards Ceremony in Barrie where they will receive the award on Bill's
behalf.
Congratulations to Scouter Donna Bradbury, 101st Ottawa, Rideau District for
receiving the Medal for Good Service. Congratulations to the following
members of 1st Manotick, Rideau District for receiving the Certificate of
Commendation: Robert Balderston (Beaver leader), John Barnard (Group
Committee Secretary), Chester Burtt (Beaver leader), Donald Grey (Troop
Scouter), Robert Ney (Troop Scouter), James Robotham (Cub Leader), Richard Shaw
(Cub Leader), Donald Smith (Troop Scouter), Jill Wilson (Beaver Leader).
Anyone can initiate an award - if you believe a person should be considered
for an outstanding service award, start the process now. Contact your
local Honours and Awards committee to see if someone has started an application
or volunteer to start the process. It is well worth the satisfaction of seeing a
fellow Scouter or youth receive such an honour.
VOYAGEUR REGION YOUTH AWARD - This award is presented to youth members who, over
a period of time, have contributed service to Scouting above the normal program
requirements. Recognition shall include a certificate, a woggle and a
Voyageur Region pin. The application forms are available from your
District Service Team or the Regional Office.
POPCORN - The orders are complete. Popcorn will be arriving on April 7th -
please contact your District Coordinator to pick up your orders: Nepean-Ernie

REGIONAL CUB CAMP - MOWGLI'S ABORIGINAL ADVENTURE - JUNE 1 TO 3
Mowgli's
Aboriginal Adventure is the Cub event of the year. Up to 1500 Cubs will meet for
the weekend at the Brown's Bay site of Parks of the St Lawrence near
Brockville. The program is packed with exciting activities celebrating the
aboriginal cultures from Africa, South America, Asia, Australia and, of course,
Canada.

to see what it's all about. The registration deadline has been extended to
21 April to give Packs a chance to get into a summer mode. We still
require offers of service to lead all of the activities planned and to manage
the site. If you would like to be involved in this fantastic camp as part

CAMP OPEMIKON
Attention all Beaver Leaders-Please remember to pass on to the
parents of your Beavers the "OOPS" in our camp brochure. The cost of the
4-day camp this summer was inadvertently left out of the brochure. The
cost is $160.00 (prior to May 1st) and $185.00 (May 1st and after). Summer
camp registrations are coming in quickly. We are ahead of last year's pace
and are looking forward to even more youth at camp this summer. The Camp
is still looking for additional adult leaders, especially in our water based

LEADER-IN-TRAINING - There are still a few spots available in this summer's
Leader-in-Training program at Camp Opemikon. This program is open to youth
age 14 and older who wish to develop their leadership training with a possible
eye on working at camp in future years. Applications are available through
the Regional Office or by calling Jennifer Harrington at 225-2770 ext. 500.
OPE WORK WEEKEND - The work weekend scheduled for the end of April is fully
subscribed!!!! There are 12 Scout Troops, 5 Venturer Companies and the 7th
Canadian BP Guild offering to pitch in at camp. This is a great way to
provide service hours to your youth in a fun setting and with visual results.
1ST ANNUAL SCOUT WINTER CAMP - Fifteen youth enjoyed themselves tremendously
at the 1st Annual Scout Winter Camp during the March school break. Photos

SCOUT DAYS WITH THE OTTAWA SENATORS - Game 2 of our Scouts Canada days with the
Ottawa Senators will be Saturday, April 1, 2001 at 2:00 p.m. against the
Carolina Hurricanes. The cost will be $25 per person and will
include an autographed Senators team poster. For information and tickets,

TOUR PERMITS - As spring quickly approaches, many of our Groups will be planning
and executing outdoor camps. A Tour Permit is required for travel outside
Canada. This form should first be submitted to the Voyageur Regional Office to
the attention of Julian Celms. Please note that the completed Tour Permit
will then be forwarded to the Provincial Office and needs to be there at least
four weeks prior to the trip date. Please respect this deadline. The
Tour Permit can be found in the Outdoor Activity Guide.
USE OF PERSONAL VEHICLE FOR SCOUTING EVENTS
We are aware of numerous
misconceptions regarding the use of private vehicles for Scouting events.
There is a 'myth' out there that Scouts Canada provides liability protection for
owners of vehicles - IT DOES NOT!
Scouts Canada maintains non-owned automobile coverage under our Liability
policy that protects Scouts Canada, the legal entity, from third party
claims. This insurance does not protect the owners or drivers of vehicles.
Volunteers who drive Scouting members to and from meetings, camps, jamborees,
etc. do so at their own risk. Scouts Canada does not cover the cost of
damage to their automobiles, nor does it cover deductible amounts, loss of
discounts or loss of use. Third party claims made against owners of
vehicles are NOT covered by Scouts Canada.
Scouts Canada strongly suggests volunteers driving on behalf of Scouting
carry a minimum of $1,000,000 Liability insurance and recommends $1,000,000 per
passenger to a maximum of $5,000,000 on their vehicle.
The National Office was requested to develop a form which could be used to
communicate and clarify such coverages to volunteer drivers and to provide a
record of those who volunteer to drive youth members to camps, activities,
etc. The National form is the only such form that should be used, although
its use is not mandatory but at the discretion of councils who wish to provide
such a tool to Scouters. This optional form is available from the Regional
Office.
GROUP BADGES - we would like to decorate the Scout Shop with our colours.
Please submit your Group and District badges to the Regional Office to the
attention of Marilyn Johnson, Regional Commissioner before May 31st or bring
them to the AGM, or send them in with your District Commissioner or District
President.

MATERNITY LEAVE POSITION - Jennifer Harringtion our Administrative
Assistant/Receiptionist is going on Maternity Leave around May 30, 2001. We will
be replacing her for the period of her leave (approximately one year). The
position requires a person with great people skills (customer service) and
attention to detail. Experience with WordPerfect Office, Microsoft Office,
database entry, and Netscape are required. Knowledge of Scouting is a
definite asset. The position start time to be determined. For more information
